Court Awards Costs Against Ofori-Atta after Rejecting Bid to Amend Writ in Suit in OSP Case

The Human Rights Court has awarded costs against the former Finance Minister, Ken Ofori-Atta, after rejecting his application seeking to amend his writ and to obtain discovery.
In the view of the Court, the documents requested are unnecessary.
In court on November 25, 2025, a cost of GHS 5,000 was awarded against the applicant for wasting the Court’s time.
This is one of several suits filed by Ofori-Atta challenging his designation as a wanted person and the arrest warrant on which that designation was based.
The substantive ruling on the request to amend the original writ has been adjourned to 12 December 2025.
Background
On June 2, 2025, the Special Prosecutor, Kissi Agyebeng, announced the redeclaration of the former government official as a fugitive from justice.
It came after the former Finance Minister defaulted on their agreed timeline for his return to Ghana for the investigations.
He was required to assist in investigations into five cases, including Strategic Mobilization Ghana Limited & GRA Contract; ECG and Beijing Technology Limited Contract Termination; National Cathedral Project; Procurement of Ambulances; and GRA’s Tax Refund Account Payments.
