Civil Servants Undergo National AI Literacy Training

‎The Ministry of Communication, Digital Technology and Innovations, in partnership with UNESCO, has taken the first cohort of Civil Servants through a 3-day Nationwide Artificial Intelligence (AI) literacy training programme.

The programme spanning from March 24 to 26 is aimed at strengthening public sector capacity to support Ghana’s digital transformation agenda.


‎The initiative, launched at the Best Western Premier Hotel in Accra, is designed to equip participants with foundational knowledge and practical AI skills to enhance service delivery and support the implementation of Ghana’s National Artificial Intelligence Strategy (2023–2033).

‎Delivering remarks at the opening session on Tuesday, March 24, 2026, the Director of General Administration at the Ministry, Mr. Alfred Nortey, underscored the importance of the training within government’s broader digitalisation drive.

‎He noted that AI presents significant opportunities to improve efficiency, strengthen policy formulation, and enhance public service delivery, while also requiring careful attention to governance and ethical considerations. He added that the programme adopts a Training-of-Trainers model to ensure sustainability and institutional capacity building across the Civil Service.


‎Mr. Nortey explained that the training covers key AI concepts, including machine learning, neural networks, and the AI development process. Participants, he said, will also gain insights into the distinction between predictive AI, which forecasts outcomes, and generative AI, which creates new content, with strong emphasis on human oversight to ensure accuracy and accountability.

‎According to him, the training is being delivered in four cohorts from March to May 2026, with a strong focus on ethical and risk considerations, including algorithmic bias, misinformation, data privacy, and cybersecurity.

‎The initiative is expected to strengthen institutional capacity, foster collaboration, and support the responsible integration of AI across government, positioning Ghana’s Civil Service to deliver more efficient, innovative, and citizen-centred public services.


In a statement delivered on behalf of the Office of the Head of the Civil Service by Dr. Elizabeth Obeng-Yeboah, Director of the Research, Training and Development Division, civil servants were urged to take a leading role in translating national AI policy into measurable outcomes.

‎She emphasised that AI is already shaping governance globally and stressed the need for officers to be equipped to harness its potential effectively.


Dr. Obeng-Yeboah noted that participants have been selected as resource persons to cascade AI knowledge across Ministries, Departments and Agencies, while upholding principles of fairness, transparency, accountability, and data privacy.


She added that the training would guide participants to deploy AI responsibly in ways that promote trust and inclusivity in public sector operations.


Facilitators for the programme include UNESCO consultants Dr. Adekemi Omotubora and Dr. Ibrahim Goni, as well as AI governance expert Dr. Kuami Ahiabenu.
