Appointment of Adom Botchwey as Births and Deaths Registrar Lawful- Presidency

The Minister of State for Government Communication, Felix Kwakye Ofosu, has defended the appointment of Mr Samuel Adom Botchwey as the Births and Deaths Registrar.
Addressing journalists on February 19, 2025, he said President John Dramani Mahama acted in accordance with the law when he appointed him to the position.
“We have engaged CLOGSAG and we have made it known to them that the president has acted in accordance with Ghanaian law.”
Citing Section 2(3) of the Registration of Births and Deaths Act 2020 (ACT 1027), he indicated that the demand of CLOGSAG is flawed as the law does not reserve that position for civil servants.
“CLOGSAG in spite of their demand has not been able to indicate which legal basis informs the demand they are making…When CLOGSAG makes a specific demand for an action to be taken in respect of appointments to certain government organisations, it must do so on the basis of law.”
On that note, he appealed to the Association to abandon its plan to embark on an industrial action.
“In this particular case, we do not believe that sufficient basis exists to go on strike because it will be unfair to the people of Ghana who pay wages of all public officials including members of CLOGSAG.”
The Civil Local Government Staff Association, Ghana (CLOGSAG) is opposing the appointment of Adom Botchway as the Registrar of the Births & Deaths Registry, citing his political affiliation with the National Democratic Congress (NDC).
At a press conference two weeks ago, the group stated that his partisanship rendered him unqualified to assume the role as it emphasised its commitment to ensuring neutrality at the Civil and Local Government Services.
In a subsequent press release dated February 13, members of CLOGSAG were directed to lay down their tools effective Thursday in response to the assumption of office by the appointee.
In a statement issued on Wednesday, the group directed its members to prepare to stay away from work from February 20.
