Minority Files Motion Of Censure To Remove Ofori Atta
The Member of Parliament for Asawase constituency, Muntaka Mubarak has filed a motion for a Vote of Censure against the Finance Minister, Ken Ofori Atta.
The motion was filed in accordance with Article 82 of the 1992 Constitution of Ghana.
Per the motion sighted by opemsuo.com, it was filed on Monday, October 24, 2022, ahead of the Majority caucus’ open renouncement of the Minister on Tuesday.
The minority in the motion cited conflict of interest in the conduct of his mandate; unconstitutional withdrawals from the Consolidated Fund; illegal payment of oil revenue into offshore accounts; deliberate and dishonest misreporting of economic data to Parliament; fiscal recklessness; and incompetence for the motion.
The motion has already garnered more than a hundred signatories from minority MPs.
Meanwhile, eighty members of the NPP lawmakers on Tuesday morning demanded the removal of the Finance Minister and the Minister of State at the Finance Ministry, Charles Adu Boahen over what they described as a downward trend in the growth of the economy.
“We have made our great concern to the President through the Parliamentary leadership and the leadership of the party without any positive response.
“We are by this medium communicating our strong desire that the President change the Minister for Finance and the Minister of State in the Finance Ministry without further delays in order to restore hope into the financial sector and reverse the downward trend in the growth of the economy”, MP for Asante Akim North Constituency, Andy Appiah Kubi, said at a presser in Parliament.
According to the MPs, until the two resign or get sacked by the President, they won’t participate in any business of the government in the House, neither will they be part of the upcoming Budget hearing and its debate.
MP for North Tongu Constituency says he sees a positive effort from the majority side in removing the Minister.
“We’re glad there’s positive indication some of our NPP colleagues will support us. This must be a national, non-partisan, patriotic agenda to save our country from the Akufo-Addo/Bawumia/Ofori-Atta mess which now poses a national security threat.”
Motion Of Censor
According to Article 82 of the 1992 constitution, the motion will need not less than ⅔ votes from the MPs to make the removal of the Finance Minister possible.
The Motion will first be debated in Parliament within fourteen days after the Speaker of the House receives it.
In the course of the debate, the Minister is entitled to be heard in his defence.
Where a vote of censure is passed against the Minister the President may, unless the Minister resigns his office, revoke his appointment as a Minister.
