Gender Ministry Deploys Teams Nationwide to Monitor LEAP Cash Grant Payments

The Ministry of Gender, Children and Social Protection has deployed monitoring teams across all 16 regions of Ghana to assess the payment of cash grants to beneficiaries under the Livelihood Empowerment Against Poverty (LEAP) programme.

The exercise is aimed at ensuring that eligible beneficiaries receive their grants smoothly and transparently, while identifying challenges that require attention to improve delivery.

Ahead of the deployment, officers participated in a preparatory meeting where they were taken through the revised monitoring questionnaire and guided on handling beneficiary concerns and case management issues.

Key areas covered included payment systems, beneficiary records, data quality, payment instruments and grievance handling.

During the field exercise, the teams are visiting selected communities to observe payment processes, interact with beneficiaries and assess the effectiveness of arrangements for disbursing the grants.

They are also identifying challenges, documenting cases and referring issues through the appropriate LEAP and Social Welfare structures for follow-up.

The exercise also provides an opportunity to engage beneficiaries on the appropriate use of the grants to support essential household needs, including food, healthcare and children’s education.

The LEAP Programme remains an important component of Ghana’s social protection system, providing cash assistance to extremely poor households, including households with older persons, persons with severe disabilities and orphaned and vulnerable children.

According to the Ministry, the monitoring seeks to strengthen accountability, improve delivery of cash grants and ensure that social protection support reaches eligible households effectively across the country.
