Education Ministry To Amend Law To Ensure Representation Of Faith-Based Organisations On GES Council
The Ministry of Education has announced plans to amend the Pre-Tertiary Education Act, 2020 (Act 1049) to provide for appropriate representation of all recognised faith-based organisations on the Ghana Education Service (GES) Council.
This follows concerns raised by the Ghana Catholic Bishops’ Conference regarding its exclusion from the GES Council.
In a press statement issued on August 27, 2026 and signed by Deputy Minister Hon. Dr Clement Apak, the Ministry said it has taken note of the concerns and acknowledges the important role played by faith-based educational institutions and their longstanding contribution to the development of education in Ghana.
According to the Ministry, the Ghana Education Service Act, 1995 (ACT 506) provided for three representations of faith-based organizations in Ghana, however, the Pre-Tertiary Education Act, 2020 (ACT, 1049) provided for only one representation of faith-based organizations.
The Ministry explained that in constituting the GES council in 2025, it noticed the anomaly of inadequate representation of the faith-based organizations and was committed to it until the Act 1049 is amended to adequately cater for faith-based institutions following the government decentralisation policy on Education the Ministry has been engaging stakeholders.
“In this regard, the Ministry will initiate the necessary legislative process to amend the Pre-Tertiary Education Act, 2020 (ACT, 1049) to provide for appropriate representation of all recognised faith-based organisations in the GES Council,” the statement said.
The Ministry reaffirmed its commitment to an inclusive, consultative and collaborative approach to education governance and said it will continue to engage relevant stakeholders in strengthening the education sector.
It also appreciated the contribution of the Ghana Catholic Bishops’ Conference and other faith-based organisations to education in Ghana and requested that they join the government in stemming the growing indiscipline in the education sector while it collectively works to review the legislation.
