Compliance With Lease Allocation Processes Is In Your Own Interest- Asantehene to Nananom

Otumfuo Osei Tutu II, Asantehene, has stated that it is in the interest of traditional authorities to comply with laws governing the allocation of leases.
His Majesty notes that aside from the lease fee, they would receive annual revenues. This can also be a sustainable source of revenue for chiefs who have all their lands sold.
At a meeting with the newly appointed Administrator for the Office of the Administrator of Stool Lands (OASL), Surv Dr Gad Akwensivie Esq., Otumfuo condemned the high non-compliance rate with the laid down procedures.
“The mandate of the Office of the Administrator of Stool Lands demands collaboration with Nananom. We must therefore cooperate with them to make their work smooth. After Nananom have granted lease allocations, they should not put the documents under their beds. They have to get it processed. They must go by the law. This issue will receive the needed attention.”
Otumfuo recalled how lease holders were once forced to comply with the law by issuing a directive for them to have their leases processed.
“I think I have to do that again. Have the Apagyahene informed in that regard.”
His Majesty also suggested enhanced education of traditional authorities about the benefits to stir their compliance.
“Nananom must know that they will receive annual revenue on land they have already sold when they comply with the law and it wouldn’t be a problem if all their lands are sold out. They can still make something from it.”
The noncompliance, Otumfuo said, was not hurting just chiefs but development in District Assembly.
“The District Assembly’s apportioned 55% would have gone a long way to supplement development.”
Other proposals His Majesty offered were a re-evaluate and standardisation of fees involved as well as findings seamless means of getting the Office copies of land leases from the Lands Commission.
The Asantehene further directed his Office to convene a meeting with his Apagyahene, the Ashanti Regional Minister, the Kumasi Metropolitan Assembly and the OASL to find a resolution to the outstanding issues.
The OASL mobilises revenue from rents, dues, royalties, revenues or other payment whether in the nature of income or capital and to account for them to beneficiaries.
In the disbursement of the revenues by law, 10% is apportioned to the OASL, 25% to Stools, 20% to Traditional Authorities and 55% to District Assembly.

Surv Dr Akwensivie Esq. was introduced to Otumfuo Osei Tutu II, Asantehene, at the Manhyia Palace on July 18, 2025, as the newly appointed Administrator of the OASL.
Seeking the blessings of the Asantehene, he highlighted illegal mining as a major threat to their revenue mobilisation mandate as well as non-compliance with registration of allocated leases by chiefs.
His delegation was made up of Ebenezer Arthur, Director of Policy Planning at the Head office; Cynthia Naana, Senior Accountant at Kumasi Office; Jeffery Osafo, Chief Stool Officer and others.
