Parliament Passes Bill to Abolish E-Levy

The Parliament of Ghana has passed the Electronic Transfer Levy Repeal (2025) bill to abolish the one per cent Electronic Transfer Levy.

This bill once assented by President John Dramani Mahama, will repeal the Electronic Transfer Levy Act, 2022 (Act 1075) which was passed by the former government to embark on entrepreneurship, youth employment, cyber security, and digital and road infrastructure, among others.

The Finance Minister, Cassiel Ato Forson, believes beyond any reasonable doubt that the president will append his signature soon to effect the repeal as it was one of his promises in the lead-up to the 2024 Presidential Election.

“I am confident that H.E President Mahama will sign it soon, bringing much-needed relief to the good people of Ghana,” he wrote in a Facebook post.

The controversial levy which came into force on May 1 was introduced in the 2022 Budget at a rate of 1.75% but was later reviewed to 1.5% before it was finally pegged at 1%.

The levy applies to mobile money transfers done between accounts on the same electronic money issuer; mobile money transfers from an account on one electronic money issuer to a recipient on another electronic money issuer; transfers from bank accounts to mobile money accounts; transfers from mobile money accounts to bank accounts; and Bank transfers on an instant pay digital platform or application originating from a bank account belonging to an individual subject to a daily threshold to be determined by the Minister of Finance.
