Minority Seeks Motion To Reverse Joe Wise’s Budget Approval Decision

The Minority in Parliament has filed a motion on the conduct of the First Deputy Speaker of Parliament, Joseph Osei-Owusu, over his ruling on the motion to overturn the approval of the 2022 budget.

The motion signed by Haruna Iddrisu requested the House to “set aside the purported ruling of the 1st Deputy Speaker, Mr. Joseph Osei-Owusu, MP delivered on Wednesday, 1st December 2021 against the motion moved by the Hon. Minority Leader, Mr. Haruna Iddrisu, and seconded by the Hon. Member of Bawku Central, Mr. Mahama Ayariga, as captured on page 9 of the votes and proceedings of Wednesday, 1st December 2021.”

The Minority in Parliament had earlier served notice they will challenge the conduct of the First Deputy Speaker of the House Joseph Osei-Owusu over his ruling on the motion to overturn the approval of the 2022 budget statement and economic policy of the government.

The Bekwai MP shot down the motion after admission, secondment, and debate amidst chaos in the chamber last week. The minority contends the first deputy speaker ought to have put a question on the motion for the House to decide instead of proceeding to rule.

Records of proceedings for the day reflected the speaker’s ruling was cut short as a result of the chaos.

However, Joseph Osei-Owusu directed for the records to be amended insisting he ruled dismissing the motion moved by Minority leader Haruna Iddrisu.

The Speaker’s position was however challenged by the Minority leader who insisted the deputy speaker had no powers within the standing orders to rule on a motion that had been debated.

He consequently served to notice he will file a motion to challenge the conduct of the speaker.

Meanwhile, Finance Minister Ken Ofori-Atta has revealed he has written to the Speaker of Parliament over his modifications of portions of the controversial 2022 budget following public reaction.
