KAT Digital Training Differs From GALOP Training; NAPO Steps In

The Minister for Energy and immediate past Minister for Education, Matthew Opoku Prempeh has issued a statement with regard to the Minister for Education’s alleged but now clarified “$1.2M ‘Phantom Training Scandal”.

The former Education Minister noted that the KAT digital training differs from the Ghana Accountability for Learning Outcome Project (GALOP) training.

“The Digital Teacher Training under the KATechnology Teacher Laptop Program must not under any circumstances be confused with the GALOP Teacher Digital Literacy training program under National Teachers Council. KAT digital training isn’t a substitute for GALOP training. These are two different training programs”, he highlighted.

He stated that “as Education Minister I negotiated both programs and know that they are not the same.”

The KA Technology digital training programme is an accompanying training programme with the “One Teacher One Laptop” initiative of the government. By this, all teachers who benefit from the initiative will undergo a digital training on the use of the device.

On the other hand, the Teacher training component of GALOP is a result-based financing instruments of the World Bank that required the Ministry of Education train 40,000 teachers in Digital Literacy in return for a 1.2 million dollars funding, the MInister for Education Yaw Osei Adutwum has explained.

NAPO STATES THE SIMPLE FACTS

As immediate past Minister for Education, I believe it is important to clarify a number of issues pertaining to the story doing the media rounds regarding a World Bank project on teacher training thus;

  1. Under my watch as Education Minister, the Ghana Education Service (GES) did not undertake the Teacher training component of GALOP to warrant our claim for the said $1.2m from World Bank.
  2. The Digital Teacher Training under the KATechnology Teacher Laptop Program must not under any circumstances be confused with the GALOP Teacher Digital Literacy training program under National Teachers Council. KAT digital training isn’t a substitute for GALOP training. These are two different training programs.
  3. As Education Minister I negotiated both programs and know that they are not the same.
