Ambulance Saga: New A-G Abandons Appeal Against Ato Forson, Jakpa 

The Attorney-General and Minister of Justice, Dr Dominic Ayine has abandoned the appeal by the state against Finance Minister Cassiel Ato Forson and businessman Richard Jakpa over the ambulance saga.

In a notice dated January 23, 2025, the A-G conveyed the State’s disinterest in continuing the case.

“I hereby give you notice that the Republic does not intend further to prosecute the appeal, but that the Republic abandons all further proceedings with respect to this matter as from the date of this notice.”

Background
In court on July 30, 2024, a split 2–1 decision allowed an appeal against the ruling of the Accra High Court- which enjoined the accused persons to open defence- delivered on March 30, 2023.

However, the A-G at the time, Godfred Yeboah Dame viewed that the decision of the Court of Appeal was “grossly unfair” to the nation and “inimical to the fight against impunity and abuse in public office”.

“The Office of the Attorney-General considers the decision of the Court of Appeal to be perverse in the quest for public accountability and the rule of law.

“The decision clearly is heavily against the weight of the cogent evidence led by the prosecution in substantiation of all the charges against the accused persons at the trial,” he said at the time.

Dame subsequently served an appeal notice on the decision of the Court of Appeal.

The case was related to the purchase of 200 ambulances in 2014.
